This is absolutely up to the Advertiser and the Publisher to decide how to pay for the rent. The Publisher specifies the payment options. The Advertiser pays for the rent directly to the Publisher.
Trust and Security
Keep in mind that the advertisements are stored at the Advertiser's websites. A content of advertisement is controlled by the Advertiser and can be updated anytime. In turn, the Publisher's spaces for rent can be placed anywhere in the Internet.
Before you decide to submit or accept a bid, make sure you can trust each other. Both the Publisher and the Advertiser can leave comments about each other if they made at least one rental deal.
Besides, the Advertiser and the Publisher can block each other in order not to receive intrusive offers.
